Windows 10: System sounds volume resets to 100 when I get a notification.

I recently bought a new PC, and on this PC only, the system sounds volume on the volume mixer resets to 100 every time I get a Facebook Messenger notification. the only workaround I have found is that if I leave the volume mixer open, then the volume does not reset.

The downside to editing just the (Windows notify system generic.wav) is that all the system sounds still reset to 100. My problem not just that the notification sound is too loud, it's all the system sounds louden to 100%, if a notification happens.

Hence why i asked in my first post:

"Should I manually edit all system sounds to be at a low volume, even if played at 100% ?"

it does seem that audacity, the program your (link) referenced that can edit the single wav file, also does do batch conversion, which could be useful since there are around 300 wav files in the windows folder. but i don't know if system sounds are definitely
limited to .wav files in windows 10.

It still resets to max volume upon notification, but only when the "App volume and device preferences" window is no longer open. (just like the mixer)

If the "App volume and device preferences" windows stays open, the "system sounds" volume does not max out upon notification.

 

(Windows 10) - 'System Sounds' Resets to 100%

I've been having this problem ever since I installed Windows 10. Pretty much, I set the System Sounds slider to 5% in the system volume mixer and randomly it will reset it's self to 100% making notifications very loud.

Aside from re-installing Windows is there anything that can be done to solve this problem?
