Windows 10: "System" still causing 100% disk usage

I've been having this issue for a while now, and I've asked 2 times about it, however the answers that I got didn't solve it.I already tried scanning for malware, reinstalling Windows, system restore, and that solves the issue, but then 1-2 weeks later it happens again.I'm sorry to ask again, but it's just really annoying to reinstall Windows everytime it happens. I would really appreciate it if someone could tell me how to solve it so it doesn't happen again.Thanks

100% disk usage

• Did the issue happen after installing the Fall Creators?
• Did you receive any error messages?
• Can you send us the screenshot of the Task Manager showing the 100% disk usage and memory usage?
• What troubleshooting steps have you done so far?

Disk usage at 100% cause of WPR system collector.etl

Hi,

To resolve the WPR system collector.etl issue, please follow the steps below:

• Press Windows key+i to open Settings, then select Privacy.
• Under Privacy, select Feedback & diagnostics.
  
• Under Diagnostic and usage data, change Send your device data to Microsoft to
  Enhanced or Basic.
• Close the Settings.
