Windows 10: System volume information virus

My PC is infected with a very stubborn system volume information virus that I cannot remove. Every time I succeed in deleting some files in the SVI folder they come back. The hacker who infected my PC has complete control of it when it is connected to the Internet. Any suggestion will be very greatly appreciated.

• Are you seeing folders named "$RECYCYLE.BIN" and "System Volume information" in your hard drive?
• Do you have any anti-virus application in your system? If yes, have you already performed a system scan?
  
• When did the issue start? Did you make any recent system changes?

Removing errant files in the "System Volume Information" folder under Windows 10.

I suggest you to first stop Volume Shadow Copy service and try to remove the files and check. Follow the steps provided below:

Step 1: Stop Volume Shadow Copy service

• 
  Press Windows logo Key + R key.
  
• 
  Type services.msc.
  
• 
  Search for Volume Shadow Copy service.
  
• 
  Right click on it and select
  Stop.
  

Now, take ownership of the System volume Information folder and then try to delete its contents.

Step 2: File permissions.

• Right click on System volume Information folder.
• Select Properties.
• Go to Security tab.
• Select the user name.
• Click on Edit button.
• Under permission to Authenticated user, check on full control.
• Click on Apply and OK button.

System Volume Information

Actually, there's a 3rd file, but it's hidden. Its name is 'tracking.log'.
