Windows 10: system volume not controlling apps other than mute

Hi.I have a problem where the sound on apps is not affected at all by the master system volume, except mute.Regardless of the volume I have set at the system level, an individual app will play at the volume shown in the mixer.So if I have Edge at 100%, it will play at 100% regardless of me changing the master volume, with the exception of mute.It should be a percentage of the master volume. So If Edge is 50%, it is 50% of what ever the master volume is set too. but changing the main volume make no difference at all.I have updated all the drivers and updates and reinstalled recent updates.HELP.

The application was muted on Windows 10 with November update. Now I am using Anniversary update, on build 14393.10

The initial step did not help make Banished show up in the Volume Mixer, nor did the article.

I do not have an audio problem in the context of "Audio is not playing". The problem is in the fact that Volume Mixer will not show a muted app. This issue has been around since Windows 7.

If you mute an application, it will not show up in Volume Mixer next time you start it. Is there any way I could find the settings for muted applications and change those to 'unmuted'?
