Windows 10: SystemRestore folder in System Volume Information folder DELETION

Hello, I have Windows 10 Pro. I tried to restore my system to a previous restore point recently but this failed IDK why but no problem, my problem was fixed..But I found that the C drive became filled with 20 GB out of nowhere... After searching in this problem I found that a folder called SystemRestore was created with 22 GBs in System Volume Information in my C drive.How can I delete it as I don't want those restore points anymore and the system restore has already failed??My approach was the following:1- Took the ownership from both folders and tried deleting the SystemRestore folder but no

Thanks for the suggestion but it says "delete folder failed for E:\....." for each folder I try.

Is $Recycle.Bin and System Volume Information folders safe?

Recently, I see some strange folders named "$Recycle.Bin" and "System Volume Information" which are attributed
hidden. When I search the internet for these, I became literally confused! Some say, it is a virus/malware (named
Recycler) while others speak of this being a system file.

Notifications:

• When I tried to delete $Recycle.Bin folder, it requires the administrative power, and if granted, gets deleted. But in a second, it also gets replaced with a new folder just with the same name. So literally, I am not able to remove this
  folder.
• When I tried to open the System Volume Information folder, It shows a pop-up displaying access denied ...
• When I tried to delete the System Volume Information folder, it doesn't happen, and displays the same access denied information.
• The two folders appears on every partitions available.

If these are some kind of malware, why is my Mcafee Internet Security unable to detect it?
