Windows 10: Systems and controller app trashing my computer

Systems and controller app is taking up 95%+ of my cpu and i want to delete it, the problem is, it's in system32. Can someone tell me what happens if you would delete it. Would it cause a BSoD? Will it destroy my computer?

Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.

For us to make sure where does issue is coming from, we suggest that you create a new user on your computer. Make it as an administrator account. If the issue persists on the new user account, we suggest that you run a system restore by following the steps
below:

• Open the Control Panel.
• In the Search Control Panel box, type in Recovery.
• Select Recovery.
• Select Open System Restore and click on Next.
• Choose the restore point when your computer is on a good known state.
