Windows 10: Systemsettings.exe issue , can't open Settings in Windows 10

Hello! I cant open anytings in Settings menu Systemsettings error pops upHow it started:First i rendered some animation in Blender then my computer got Blue Screen with Memory Management issue, it happen pretty often and usually after restart compter works normally but this time i just decided to check why is it appears, after some searches, google recoomended me to go into safe mode safe boot in system configuration then in safe mode do Windows memory diagnostic wich i did by the command "mdsched" and then do some sfc/scannow command, it show me that some problems fixed and everything ok

• locate and select “Update and Security“.
• in this window, Locate “Advanced Options”. Click on it.
• In Advanced Options; Click on “Choose How Updates are Delivered“.
• Turn off Updates from more than one place.
