Windows 10: Take picture after pressing ctrl+alt+del at login?

Hello, I was wondering if there is a way to take a photo with the webcam after pressing ctrl+alt+del at logon lock screen while the user sees the interactive logon message informing them there photo was taken by webcam.
And also to log the ip address or the track them? and if they enter the wrong username password 3 times, then to lock the laptop useless, like block the bios, disable usb sort of thing?

I'd just settle for a webcam photo after the ctrl+alt+del plus a time stamp and ip address if possible? Can that be done with gpedit.msc?

Windows 10 lock screen

At work I use Windows 10 Enterprise and we use the lock screen which requires to press "ctrl alt del" before sign in. Somebody enabled filter keys from the accessibility button. Because of that the "ctrl alt del" combination cannot be pressed therefore
sign in cannot be made. Also the accessibility button appears only after you press "ctrl alt del" , so there is no way to disable it. How can I solve this issue?

 

Keyboard shortcuts not working in Windows 10

Ok so no keyboard shortcuts are working on my desktop, including ctrl alt del. I was trying to figure out how to enable this and instead of fulling reading a help site I just half read it and accidentally enabled the "ctrl alt del to log in" feature. The
next time I logged on it said "press ctrl + alt + del to log on" when I press those keys it does nothing. I've tried to start it in safe mode and in last config neither work.
