Windows 10: Task Host Window is Stopping Background Tasks, can't shut down or restart

This message shows up whenever I try to shut down or restart, every troubleshooter seems to tell me that there's a pending update that needs me to restart, I can't restart because it tells me the Task Host Window is preventing my computer from shutting down. I ran the sfc and dism tools, I've needed to do that before so I have a batch file on my desktop for it, and that shows that it did something but that the next step is to restart. Is it safe to click "restart anyway"?

"Task Host Window is Stopping Background Tasks" usually shows whenever you try to shut down or restart your computer with a background app still running, however, there is another button to "Shutdown anyway" please try to select the "shutdown anyway" and see
if your start button and windows explorer are still not working after restart.

Task Host is stopping background tasks : message at shut down

Why is it, at shutdown, the following message is displayed:

"Task Host is stopping background tasks"

Then when I click on "Shut down anyway" only then that my PC shuts down. Is there any way to stop this happening?
