Windows 10: Task Manager access revoked for only user.

I am unable to open task manager as the only user admin for win 10. I have tried to reinstate access through both the registry editor, but I don't have CurrentVersion in the correct registry. I also tried to use the group policy editor, but run cannot find it. Yes I have tried opening task manager by right clicking the task bar, but it is greyed out. I have tried Ctrl+Alt+Del and the option isn't even available. Yes I have tried to access the task manager through the run command which is where I found out that the only user account does not have access to it.

System32 is not actually restricted for read access, the USERS group has Read & execute, List folder contents, and Read access by default. Anyone, standard user or admin can see its contents. Its a few of its sub-folders that are more restricted.

I'm just going to leave them as is now. I can't remember what other one prompted me, so I don't want to go changing permissions on ones I shouldn't. I know config did, and then one other after. I went this deep:

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
