    Task Manager CPU utilization per process is wrong


    Why does the CPU column value not reflect the true CPU utilization? When my CPU gets pinned at close to 100% for minutes at a time physically hearing fans go fast, and the PSU reporting HIGH wattage draw, trying to figure out the true CPU utilization of the offending processes with Task Manager is obviously not reliable. See the attached image, where the *total CPU utilization* reflected in the tray icon is close to 100%, but the top processes taking up CPU obviously don't sum up to that same value.
