Windows 10: Task Manager CPU Utilization Performance Graphs Are Wrong

I'm comparing the utilization of each core of my PC and instead of showing individual cores, it shows the same one overall view copied multiple times for each core. I am comparing this to the third party software Core Temp, which shows me the load from each core.Is this working as intended? I assume it should show me the accurate real-time utilization for each core as that's what the setting is.

CPU Utilization in Task Manager

I have a question about the graph of CPU utilization in the Task Manager's performance tab. What does, for example, 25% 1.8 GHz mean? What is the scaling for the percentage? If there is a thermal throttle occurring, is the percentage over the available power or the maximum possible power? Is turbo boost taken into account?

Task Manager displays the programs, processes, and services that are currently running on your computer.

On the CPU section of the Performance tab, the actual CPU is now specifically identified in detail with the brand, the model number, the speed, as well as the number of sockets, cores, and logical processors.

Other third party performance monitor specifies the utilization and speed of the processor using different algorithms which differs from Windows Task Manager computations.

In addition, different algorithms are used to measure performance. For example, the algorithm used by Intel in its branded maximum speed is different than the algorithm used by Windows Task Manager to directly measure the speed of the CPU. You can use other
processor utilities, such as the Intel Processor Identification Utility or CPU-Z, for additional processor speed measurements.
