Windows 10: Task manager not working. never gets past system interrupt

Title says it all. Task manager will open and freeze, I am able to look through the tabs on the left hand column however upon clicking one or actually attempting to end a task the task manager will abruptly crash. when I open the task manager I can't even close it, without it crashing and staying open. All the while I can hear my computer go into overdrive trying to workout what's happening. worth noting that the tasks don't actually update its stuck on 100% CPU usage, because of system interrupt but does not actually display the system interrupt process itself. What have you tried?

I have tried just about every trouble shooting method that exists on the IOT (internet of things). From running DISM commands to downloading repair packages through PowerShell nothing works. I've edited my registry, I even recovered windows (without saving my files) AND downloading a fresh ISO. Nothing has worked. I still am unable to use my task manager which is a pretty vital function for me to have access too.

When/ Why did it break?

Once upon a time when I first got this laptop (is a dell laptop preloaded with MacAfee & other useless ****) the task manager did in fact work. Then I updated to windows 11 and uninstalled MacAfee because they were constantly asking for money and popping up adverts. I also uninstalled the dell "help" software because it was slowing down my computer and again showing me adverts. after doing these things my task manager has never functioned again. I lived with it for a while but am growing ever more weary of the loss of functionality.

Any help or insights would be greatly appreciated; I am out of ideas, & to speak frankly, patience.

 

"System Interrupts" Appearing in Task Manager: What does this mean?  

I used to have this all the time, probably related to a usb hub but can't disable since mouse and keyboard are attached to it. Laptop fans would be roaring and computer slows down. My solution was to simply open Task manager, brings 'System interrupts' to top of CPU usage list. Just let Task manager sit a minute and process will return to normal (0.1%), way down the CPU usage list.

Will the System Interrupts Issue affect the working of the PC? In the Task Manager, it shows "Deferred Procedure Calls And Interrupt Service Routines".
