Windows 10: Task Scheduler and Synchronizing Across Time Zones fails

I am in the Eastern Time Zone which observes DST. I have Tasks that must be scheduled according to time in another Time zone that does NOT observe DST. I thought that checking the “Synchronize Across Time Zones” option box would do the trick, but that hasn’t worked. The tasks continue to be triggered according to my local time affected by DST, rather than one hour later to account for the reduced time difference.

Strangely, when I check the “Synchronize Across Time Zones” option, the “Next Run Time” under the Task Scheduler panel shows the correctly adjusted time, yet the task is still triggered at the time shown under “Triggers”. That is “Synchronize across Time zones” has no effect. See attached screen grab.

For context, the tasks record streamed audio programs from Egypt which which does not observe DST. So it is 7 hours ahead of Eastern Time in winter, when No DST is in effect and only 6 hours ahead in the “summer”, ie. when DST is observed here. Until now, I changed the trigger times at every time change, but thought that “Synchronize across Time Zones” would apply the trigger time changes automatically, but clearly it doesn’t.
So:

• Why doesn’t it work in the way I set it up when even the “Next Run Time”s show the correct times?
• How is the “Synchronize across Time zones” option supposed to work since I clearly don’t understand enough to use it properly, and
• If I am taking a wrong approach to my problem, what is a better way?

PS: I saw at Defining Triggers - Windows 7 Tutorial that "Synchronize Across Time Zones" means "Configures the task to run using Universal Time Coordinated (UTC) instead of local time". I set a test trigger using UTC, but the task did not run.

Task Scheduler Errors - SPP & other scheduled tasks

I have performed four installs of WIN 10 X64, one as an in place WIN 7 upgrade and three clean installs. (I have used two different media sets to eliminate the possibility of media corruption)

If the system Time Zone is set to (UTC+09:30) Adelaide for example, or, for that matter any time zone that has an offset with a fraction of an hour, and upon opening the Task Scheduler a number of error dialogues present, the same errors as Beaupeep has
described. The errors show the task name then: The task XML contains a value which is incorrectly formatted or out of range.

I have identified the errors to all relate to tasks that have the Synchronize Across Zones checkbox checked. Changing the system time zone to say (UTC+10:00) for example resolves the error.

However a change back to (UTC+09:30) in my case, local zone brings a return of the Task Scheduler errors.

Errors logged in the event viewer show Error 16385 "Failed to schedule Software Protection service for re-start at 2115-07-09T01:13:47Z. Error Code: 0x80041318".

• As a workaround I have set my time zone to (UTC+10:00) adjusted the time to local and turned off "Set time automatically".

I'd be interested to hear if anyone else can reproduce the Task Scheduler errors by changing their time zone and opening the Task scheduler?

 

Task Scheduler Errors - SPP & other scheduled tasks

Firstly make sure your TZ is set to a zone that is a x hours plus or minus GMT. No fractions of an hour. This will enable you to browse thru the affected tasks in Task Scheduler.

Once done, open Task Scheduler ---> Task Scheduler Library ---> Microsoft - Windows --> Software Protection Platform. Double click on the SvcRestartTask.

In the pop up window click on the Triggers tab and double click on on the trigger. In my PC it is set to 'Daily"

In the "Edit Trigger" pop up screen uncheck the Synchronise across time zones box.

PS - I hope someone from MS Support guides us on a workaround or solution to this issue. Windows 8.1 ran without running into this hassle.
