Windows 10: Taskbar and all of windows unresponsive on startup

So when I log into windows everything is fine until I log in. The task bar has a loading icon on it and nothing opens or loads. If I try and press buttons on the task bar my screens both urn black and I’m stuck there however the mouse cursor is still visible. Been trying to fix this for 2 hours and Microsoft support was no help what do ever. Any help would be greatly appreciated. Thanks.

Sorry for the trouble, here are few steps that I would suggest:

• Press the Windows + X
• Open the Command Prompt (Admin)
• Now type the command as " Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
• Push Enter
• Restart the system.
• Now see if the issue persists
• If it persists the only option is to create a new user admin account.
