Windows 10: Taskbar and Settings Windows Update Tab Are Blank Windows 10

When I boot up my PC the taskbar is blank. It didn't show any of my shortcuts or the time but it still shows the windows icon and search. I couldn't use any windows key shortcuts, but manually opening apps still worked but the icon to show it was open was not on the taskbar so I can't go back to the window if I minimize it. It took about a minute or two for everything to reappear. More importantly in "Settings -> Update and Security -> Windows Update" stays on a loading screen before saying "Something went wrong try reopening settings" Or something along those lines. I have no idea why t

How to stop Windows 10 from automatically installing new and updated drivers constantly (particularly for GPU users with stable drivers)

• Right click "My Computer"
• Click "Properties"
• Click on "Hardware" tab
• Click "Device Installation Settings"
• Tick the "No, let me choose what to do"
• Tick "Never install driver software from Windows Update"

That doesn't stop windows update from grabbing them on next run, at least it didn't back in the RTM days. It simply stops a secondary process from installing them immediately.
