Windows 10: Taskbar and touch input

Recently I have noticed that the taskbar will not respond to ANY touch input, but works perfectly fine with the mouse. I only noticed this in the past week, I have gone so far as to reset the system and wipe all data to reinstall, and the issue was still present when the reset process completed.
The rest of the screen works fine with touch input, it is only the taskbar, it seems like this is planned, but it makes no sense that I cannot touch an icon to launch the program or even the start button with my finger on a tablet.

Taskbar covers open windows!

I am on a Surface Pro 4. And I enjoy having the taskbar located at the top of the screen to make the programs easily accessible to touch input. The keyboard makes it difficult to touch the taskbar items when it is on the bottom.

My issue is that at unpredictable intervals, an open window will go behind the taskbar making it impossible to close with the maximize, minimize or restore button range. I think this is a bug and needs to be addressed. It is like the windows get layered
under the taskbar. This should not ever happen.

Thank you very,very much. For me the on-screen keyboard comes up not if I touch the input box but when I touch the keyboard icon in the taskbar with a finger instead of the pen. Who do thunk. You have made my day. Thank you very much. ))

 

Gosh, touch access to the taskbar works on all three of my Win10 touch PCs: a Dell Venue Pro 11 7130 (Insider Preview), a Dell XPS 2710 All-in-One (also Insider Preview), and a Lenovo X220 Tablet (1709 16299.248). To me, this makes your situation even stranger. Sorry I can't shed any further light on your situation.
