Windows 10: Taskbar and Wallpaper don't load on startup

Hello, after turning on or restarting the computer, the taskbar, wallpaper, and icons just don't load. I see only a black screen and cursor.. I always have to manually launch Task Manager by pressing Ctrl + Shift + Esc and start explorer.exe via Run new task button. When I do that, there are no more issues until I turn off/restart the computer again. I searched the internet for some guides on how to fix it, I already tried sfc scannow, dism restorehealth, and other, but it didn't help at all.My PC specs:CPU: AMD Ryzen 5 5500Memory: 2x8GB DDR4 3200MHzGPU: NVIDIA GeForce RTX 4060OS: Windows 11 P

Nice, no answers what so ever... still can`t open new notifications, still right-click don`t work on taskbar... and still no answer as to why

Thanks, have heard this before...is their a step by step procedure to OC using the bios settings you suggest.
i don’t intend pushing this to its limit...but some increase would be great, any suggestions on a good air cooler ?
