    So, when the Computer goes to sleep or screen saver plays, the taskbar will resize itself shrinking in height. Sometimes it will only shrink one size down never larger, and other times it will shrink to the smallest--1 bar high.
    I need viable solutions that are working solutions for this problem---it is very annoying and possibly the final straw in the MS Eco-system, for me.


    I don't have time to do lengthy troubleshooting and I don't work for MS. If they start paying me maybe that makes sense.


    MS's entire ecosystem is a joke these days. I loved windows 95. It's 2020 and laughably bad experiences across the board; enterprise to edge to office to xbox. Luckily for them apple is just as bad. I'm finding I just don't use computers as much and really don't miss them. Using linux for 90% of my day-to-day and encourage others to do the same or abandon these predatory digital products entirely. Done investing in expensive pc's and phones.

    Follow these steps to troubleshoot the issue and check if it helps:



    Method 1:

    Step 1:

    Start your computer in safe mode and check if the issue persists:

    Safe mode starts Windows in a basic state, using a limited set of files and drivers. It can help you troubleshoot problems on your PC. For example, if the problem doesn't happen in safe mode, you'll know default settings and basic device drivers aren't
    causing the issue.

    There are two versions of safe mode: Safe Mode and Safe Mode with Networking. They're quite similar, but
    Safe Mode with Networking includes the network drivers and services you'll need to access the Internet and other computers on your network.

    The following sections describe how to start your PC in safe mode.

    Hide all
    From Settings

    • Press Windows logo key Windows logo key + I on your keyboard to open Settings. If that doesn't work, select the Start button in the lower-left corner of your screen, then select
      Settings.
    • Select Update & security > Recovery.
    • Under Advanced startup, select Restart now.
    • After your PC restarts to the Choose an option screen, select
      Troubleshoot > Advanced options > Startup Settings >
      Restart.
    • After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in
      Safe Mode. Or if you'll need to use the Internet, select 5 or F5 for

    Why software conflicts occur?
    When you start Windows by using a normal startup operation, several applications and services start automatically, and then run in the background. These programs include basic system processes, antivirus software, system utility applications, and other
    software that has been previously installed. These applications and services can cause software conflicts.

    Notes
    • You must log on to the computer as an administrator to be able to perform a clean boot.
    • Your computer may temporarily lose some functionality when you perform a clean boot. When you start the computer normally, the functionality returns. However, you may receive the original error message, or experience the original behavior if the problem
      still exists.
    • If the computer is connected to a network, network policy settings may prevent you from following these steps. We strongly recommend that you do not use the System Configuration utility to change the advanced boot options on the computer unless a Microsoft
      support engineer directs you to do this. Doing this may make the computer unusable.
    Use the following steps to perform a clean boot:

    • From Start, search for msconfig.
    • Select System Configuration from the search results.

      Note This step lets Microsoft services continue to run. These services include Networking, Plug and Play, Event Logging, Error Reporting, and other services. If you disable these services, you may permanently delete all restore points. Do not do
      this if you want to use the System Restore utility together with existing restore points.
    • Click OK, and then click Restart.

    After the computer is restarted, you will have a clean boot environment. Then, do one of the following, as appropriate for your situation:
    • If you could not install or uninstall a program or an update before you performed the clean boot, try to install or uninstall the program or update again.

      Note If you receive the "The Windows Installer service could not be accessed" error during the installation or uninstallation, follow
      How to start the Windows Installer service when system services are not loaded, and then install or uninstall the program or update again.
      • If the installation or uninstallation is successful, you have resolved your issue. Follow
        How to reset the computer to start as usual to reset your computer to the normal startup.
      • If the installation or uninstallation still fails, that means this issue is not caused by application or service interference. You may have to go to
        Microsoft Support for more specific support.
    • If you could not run a program before you performed the clean boot, try to run the program again.
      • If the program runs correctly, this issue is caused by application or service interferences. Follow
        How to determine what is causing the issue by performing a clean boot to determine which application or service causes the issue.
      • If the program still does not run as expected, this issue is not caused by application or service interference. You may have to go to
        Microsoft Support for more specific support.

    After you have finished troubleshooting, follow these steps to reset the computer to start normally.

    If you run a Setup program without starting the Windows Installer service, you may receive the following error message:
    The Windows Installer service could not be accessed. Contact your support personnel to verify that the windows Installer service is properly registered.
    The Windows Installer service does not start if you clear the Load system services check box in the System Configuration utility. To use the Windows Installer service when system services are not loaded, you must start the service manually.
    To do this, follow these steps.

    • From Start, search for computer. (In Windows 10, use the Search box from the Start menu. In Windows 8 or 8.1, swipe in from the right edge of the screen, and then tap
      Search. Or, if you are using a mouse, point to the lower-right corner of the screen, and then click
      Search.)
    • Right-click or swipe down on Computer in the search results, and then tap or click
      Manage.
    • In the console tree, tap or click Services and Applications, and then tap or click
      Services.
    • In the details pane, right-click or swipe down on Windows Installer, and then tap or click
      Start.

    • Click Start, right-click Computer, and then click
      Manage.

      Note If you are prompted for an administrator password or for confirmation, type the password or provide confirmation.
    • In the console tree, click Services and Applications, and then click
      Services.
    • In the details pane, right-click Windows Installer, and then click

    Note: After troubleshooting, see the section “How to reset the computer to start as usual after troubleshooting with clean boot” to return the computer to a

    You may also try to update the graphic card drivers by downloading it manually from the manufacturer’s website and check.

    I suggest you to change the Screen Resolution and check if this helps. Follow the steps below to do the same:

    • Press ‘Windows ’ key on the keyboard.
    • In the search box, type Settings
    • SelectSystem > Display > Advanced display settings.
    • Under Resolution, select a new value. We suggest you stick with the resolution marked
      "(Recommended)”.
    Also try locking and then unlocking the Taskbar and check if this helps. Follow the steps below:

    • Right-click an empty space on the taskbar.
    • If Lock the Taskbar has a check mark next to it, the taskbar is locked.
    • If it does not have a check mark, click Lock the Taskbar.
