Windows 10: Taskbar doesnt show up and blacks out screen for a split second when clicked on the area of...

I Tried Restarting the windows explorer, sfc /scannow in cmdadmin and restarting my pc multiple times and still have the same problem.and i cannot access any Settings related fuctionswhenever i hover over the area of the missing taskbar it always show the loading cursor icon and when i click on it my display blacks out for a split second.i am seeing a blinking red light on my PC Case and slow red blinking light on my GPU. i don't know if they're related but i just wanted to add an extra bit of information.Thank you.

To resolve your concern regarding notification area, we suggest that you follow the steps below:

• Right click Taskbar.
• Select Properties.
• Untick Show taskbar on all displays; then, Apply.
• Drag the remaining primary monitor taskbar to the screen you want.
• Tick Show taskbar on all displays.

Display flashes black screen for a split second

I've recently built my computer and installed windows 10. After days of using it, black screens flashes for a split second when I'm watching videos, playing game etc. what is causing this problem?
