Windows 10: Taskbar + Explorer not working.

So, the issue came out of nowhere - i restarted PC yesterday and both Explorer and Taskbar not working now, all i have is blank black bar with ^ on it. I've tried everything suggested on the internet and here. Nothing works from basic "restart Explorer" to PowerShell and regedits. Basicly PC is unusable now, icons nonresponsive, folders open / closes with huge delay and they're empty blanks, all i can do is run programs through task manager. So far i can tell there is no workaround for this issue, very strange.

• Click the Start Menu.
• Right-click File Explorer.
• Choose Pin to taskbar.

Cannot launch File Explorer from taskbar in Windows 10

• First unpin the File Explorer from the task bar.
• Press Windows + E.
• And right click on File Explorer in the taskbar.
• And Pin the File Explorer to Taskbar and Check if it helps.

Taskbar and Internet Explorer both not working

• Aside from updating the computer, were there any other changes made prior to the issue?
• Are you getting an error message/code when trying to use the Internet Explorer or the task bar?
• Have you tried running the Windows Update troubleshooter?
• What troubleshooting steps have you already performed?
