Windows 10: Taskbar hidden only in fullscreen

Is this possible to make taskbar hiding while window is opened in fullscreen mode and not hiding while it is not in fullscreen mode? Using "automatically hide the taskbar in desktop mode" in taskbar settings makes taskbar is always hidden if any app is opened.

Windows 10 brings taskbar on top of fullscreen-windows

I was playing a game on my laptop and suddenly the taskbar is visible in a fullscreen game. It did not stop there, after the game i opened Netflix. When i tried to fullscreen the video again the taskbar appeared. Please suggest a fix. Thank You.

 

the taskbar is not being hidden when using apps on fullscreen

I'm on 15063.632. I've noticed that when watching YouTube videos on fullscreen, or watching local video files through VLC Media Player, or doing a video call on fullscreen through Skype, the taskbar stays on screen. The taskbar is not locked. I had to
choose "automatically hide the taskbar in desktop mode" to hide it, but this hides the taskbar even when I'm not watching videos or having a video call. I only want to hide the task bar when I'm watching videos or doing a video call.

 

Taskbar in fullscreen

When I am in fullscreen watching youtube video or playing a game my taskbar hides as it should but when I go down with my mouse it appears again. So basically I can not play video games on the internet in fullscreen because everytime I want to look down
for example my taskbar pops up and it prevents me from doing so. Also when I am watching youtube video and want to exit fullscreen I go with my mouse to the bottom right corner I again my taskbar appears and I can not click the button.
