Windows 10: Taskbar icons blinking

I've got my GTX 1080 Ti in May, and since then (or maybe not, can't say excatly when this started to happen) I have annoying issue - from time to time my taskbar icons blink. It's like refreshing. This happens at random times, when I surf web or browse files. It's just quickly blinks. Often during the blink there is also spinning mouse circle appears for a 1 second. This happens once in 5-10 minutes. Not much, but still, annoying and most important, very distracting when you see them blinking. Can this be related to driver or maybe GPU itself? I tried several driver versions, but it's still blinking. I even did fresh reinstall of windows, but the problem is still there. I even thinking to put my old video card, GTX 1070 to check if the problem persists. I have several PCs with Windows 10 and none of them have this issue. Also, this happens in Safe mode with networking. So, not a driver problem then? Or maybe?

Taskbar not responding after windows 10 update

I recieved windows 10 update, since then the yellow and blue shield icon is blinking on my taskbar and i cannot access anything on my taskbar except the start button occassionally.

 

I've tried all posted efforts to resolve blinking icons in taskbar on windows 10, none work, any ideas?

Do you also have an on-board (on the MB) video adapter, like an Intel HD 4600 or the like? You could try disabling the 1080 Ti, and just leave the on-board one running to see if it occurs. May help isolate if it's a bad GTX card.

 

Doesn't Safe Mode disable video card and use on-board video adapter? Because blinking happens in Safe Mode too.
I have 6700k. And Gigabyte GA-Z170X-Gaming 7 motherboard.

 

No one knows what could it be or how to fix it? *Sad
I've checked with the old video card and the issue persists. Reinstalled windows - still there. Safe Mode - also there.
I've noticed that during the icons blink Windows Explorer usage increases to 0.1-0,2%.
