Windows 10: Taskbar is missing and no tools are availabe, why? idk

I'm Having an issue where my computer looks as if its struggling to open explorer.exe since every time its running, my taskbar is gone and i cannot use any windows apps and tools like run. The screen still shows my desktop icons, but is just missing the taskbar. The screen also flickers sometimes i think its just explorer.exe trying to run over and over again. I have tried to reset the computer but it just brings me back to the Windows Recovery menu and even if i try to use any other options in the menu, it still doesnt let me uninstall updates etc. I do not see any solutions online for this.

Volume icon missing from Taskbar

I suggest you to follow the steps given below and check if it helps to resolve the issue.

• Open Settings and choose system.
• Click on Notifications and Actions.
• Click on Select which icons appear in Taskbar.
• Turn on Volume.

missing search field and snipping tool

Yesterday I turned on my laptop and in my lower taskbar my snipping tool and the shortcut for Microsot Edge was missing. I clicked on the windows icon in the lower left corner and found edge but no snipping tool. I can't search for it because the search field is also missing. It is no longer listed in apps either. Can anyone tell me how to get it back?
