    Taskbar not responsive

Hi, so I was starting my computer today, and I noticed that login takes longer than usual. After I was logged in, the Taskbar isn't responding, i.e. doesn't show icons. I restarted explorer.exe and it shows the icons but I can't click them. Also, Settings isn't opening but I can open PowerShell normally forom Win + X. How can I fix this issue? Also, because Settings isn't responding, I can't do a clean boot.

    :)
