Windows 10: Taskbar preview flicker, can't move icons on taskbar, can't use windows key

Having sudden problems after launching house flipper 2 on steam last night where my taskbar is acting strange. When I hover over the previews, they'll either not show up or will flicker so I can't click them. Windows applications also open in the background and I'll have to collapse all other programs to find them. Pressing the windows key does nothing and I can't right click any aplications if I search for them in the start menu. The scroll wheel also sometimes doesn't want to 'pull' down or up on pages. It recognizes the button was pressed but it just goes away. I've tried absolutely everyth

The feature is called Taskbar preview and is not supposed to remain open after you remove the cursor from the icon. So it is working proper when it closes preview once the cursor is removed from the Taskbar icon.

EDIT: I have seen Taskbar preview stick and stay open before myself even after the cursor has been removed but that not suppose to happen and I don't know for sure why it happens in the first place but I'm guessing it has to do with memory running low .....

Try Ctrl+Esc.

If Recycle Bin is the only icon you can see, open it, from the explorer window navigate to Control Panel and find Taskbar settings there.

 

System Icons on taskbar

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.
