Windows 10: Taskbar Previews Flicker and Disappear

Hovering over a open app on the Taskbar shows me a very brief 0.1 seconds or so preview and then disappears. Happens for all apps, regardless of focus or how many items are open. I have Enable Peek turned on.

Taskbar preview flickering, not able to click

So, I just reinstalled windows due to a bad proc. Everything is completely fine with the sole exception that I cant see the taskbar preview windows for more than a split second.

Yes, they are enabled, yes peek is enabled. I can see them for a split second when i hover my mouse over them, then they disappear. I can wiggle the mouse over the icon and they will flicker into existence wildly, long enough to see but not enough to click. If I am loading something heavy, the previes stay heavy while the computer is processing.

My only thought is that some process or overlay is stealing the mouse attention immediately, but I dont know how to check and Ive closed every program.

Any ideas?

 

Taskbar apps flickering

When I activated my Windows 10 Pro, the apps on my taskbar is flickering, it disappears and reappears for a sec. Can someone please help me?
