Windows 10: Taskbar Search stopped working after V1909/KB4517245 update?

My winver is 1903 OS 18362.476.

The task bar search no longer accepts text input after the V1909/KB4517245 Enablement Package went in?

I have sort of gotten dependent on that search box by using it to find and activate everything.

I have had to learn other ways to run things like using task manager to run powershell and cmd in administrator mode.

I am clueless on this one.

I also noticed that Cortana had activated and wanted me to configure the microphone I do not have?

I removed KB4517245 and manually cleared file explorer search history using regedit because it to was broken.

The file explorer search options, which clear history, are only available when a search is initiated and I could not initiate a search.

I suspect V1909 and V1903 registry search history settings may be incompatible?
They definitely looked different to me.

Recommendations for recovering the task bar search?
Maybe it is has an incompatible search history also?

well I manually downloaded & installed the kb4517245 cab file using dism.exe (w/out an internet connection) after the KB4515384 update for v1903 was installed and I now have build 18363.356 on an old Dell laptop running win10 education. the system rebooted 2 consecutive times after installing kb4517245 thru DISM
