Windows 10: taskbar, start menu and settings app not working

also everytime i start my pc a black screen shows up it takes around 5 minutes to start.ive tried every fix to these issues known to man and none of them worked, i dont know the root of the issue and this problem has plagued me for about a month if not longer

You need to go one step further...

Settings >Personalization > Start, then click as shown by the RED square...

 

"Taskbar and Start Menu Properties" has no "Start Menu" tab

I would like to inform you that there is no option “start menu” in the taskbar settings. Now it is replaced in settings tab as below.

• In the search box type settings.
• Click on personalization and click on start option.
• Then you have the options.
