Windows 10: Taskmanager is not opening, all Icons are totally glitched or missing

Problems:Icons in these locations are missing:Every Icon within the File explorerEvery Desktop IconSome Icons on my taskbar replaced with the standard .exe iconAnd all Icons within the Control panelFile previews within the explorer.Task manager is not opening like it wasn't there, nothing happens.It's the second time I've got this problem. First time it appeared about a week ago, no updates where installed then, basically I turn on the computer

Taskmanager is not opening and nearly all Icons are totally glitched or missing.

Problem(s):
Icons in certain Locations are missing,
those that im aware of being:

• Every Icon within the File explorer
  
• Every Desktop Icon
  
• Some Icons on my taskbar (replaced with the standard .exe icon)
  
• And all Icons within the Control panel
  
• File previews within the explorer also do not show up.
  

Ironically All the Icons are there when i click the windows symbol, or search for programs, but only there.

Also my Task manager is not opening. It's just giving me the little blue loading thing for half a second, nothing happens.

In order to fix this I already tried:

• restarting my PC
  
• fully shutting it down and turning it back on
  
• following all these steps: 7 Fixes: Windows 11 Task Manager Not Working.
  
• following all these youtube fixes:
  
  
  
• Trying to start TaskManager both with ctrl+alt+del and ctrl+shift+esc
  

All in all nothing has worked for me.

Processor AMD Ryzen 5 7600X 6-Core Processor 4.70 GHz

GPU Nvidia RTX 3070Ti

Installed RAM 64,0 GB (63,7 GB usable)

System type 64-bit operating system, x64-based processor

Edition Windows 11 Pro

Version 23H2

If I open the .exe, I am only able to close the application again. It says it will work when there are updates.
"This Device is already running the latest version of Windows 11"
