Windows 10: Taskmanager is not opening and nearly all Icons are totally glitched or missing.

Problems:Icons in certain Locations are missing,those that im aware of being:Every Icon within the File explorerEvery Desktop IconSome Icons on my taskbar replaced with the standard .exe iconAnd all Icons within the Control panelFile previews within the explorer also do not show up.Ironically All the Icons are there when i click the windows symbol, or search for programs, but only there.Also my Task manager is not opening. It's just giving me the little blue loading thing for half a second, nothing happens.In order to fix this I already tried:restarting my PCfully shutting it down and turn

Volume icon missing from Taskbar
