Windows 10: Technical error when entering verification code at only two websites

While I can successfully enter userid and password at www.statefarm.com and www.xcelenergy.com and advance to the verification screen, both sites respond with "technical error logging you in" when I enter the website provided verification code. Both StateFarm and Xcel say the problem is a computer setting, but they don't know what. This happens on my PC with Windows 11, both with Edge or with Chrome, but it does not happen on my phone with Chrome. Even if I turn off Norton safeweb and VPN I get the same error.

The verification code sent to my email is always wrong
