Windows 10: Teredo is unable to qualify

I'm running Windows 10 Home, version 20H2 and build 19042.630 with Windows Update not offering any further updates. I made sure all my drivers got updated, including a BIOS update, checked if anything from the Microsoft Store had updates, my antivirus/firewall is also updated BitDefender Total Security and in summary, everything is as updated as possible at this time.

On with the question.... recently I've got the Game Pass and quickly found out that "Teredo is unable to qualify" and that server connectivity was blocked. That screen offers help links, and I've gone through all the steps listed in https://support.xbox.com/en-US/help/Hardware-Network/connect-network/troubleshoot-party-chat plus the ones in https://support.xbox.com/en-US/help/Hardware-Network/connect-network/server-connectivity-xbox-app-displays-blocked





Obviously I also used the "Fix it" button on that screen. Other steps taken: from an administrative PowerShell "DISM /Online /Cleanup-Image /RestoreHealth" and my firewall BitDefender, not the Windows one turned off. Some extra research led to two more commands: netsh interface teredo set state type=enterpriseclient

netsh interface teredo set state servername=win10.ipv6.microsoft.com

Until the latest Windows Update I could get it to work by doing allllllll of that, then insisting in increasingly more random order for a few hours until it started and it would keep on functioning until a reboot, but now I can't succeed. that's ignoring the fact that spending multiple hours messing around after a reboot is completing unacceptable Now with "netsh interface Teredo show state" I get

Error : failed to open tunnel adapter


"Fix It" only changes the server name to win1910.ipv6.microsoft.com and nothing changes if I set it to "client" rather than "enterpriseclient". There's no Teredo in Device Manager even after selecting "show hidden", can't be installed as legacy hardware as it's not there. Oh, and I've also tried to use the Network Reset option, didn't make a visible difference.

Any help?

Failure to obtain a Teredo IP address can occur when there’s an issue with your Teredo adapter, when a device on your network is blocking the Teredo protocol, or if there’s software installed on your PC that’s disabling
Teredo functionality. If you haven’t tried the methods listed in the following articles yet, I would suggest you to try them first and see if it works:

• Teredo is unable to qualify
  
• Xbox app server connectivity on Windows 10 is blocked
  
  

Note:

Serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry
if a problem occurs. To backup and restore registry key, refer to this
link.

If the issue persists, I would suggest you to
uninstall and re-install the Xbox app to see if you can get it to work.

• Right click the Windows icon on the taskbar and choose Windows PowerShell (Admin).
• Copy and paste the following command and hit Enter:
  
  Get-AppxPackage Microsoft.XboxApp | Remove-AppxPackage
• Reboot the computer once the command is executed.
• Once the machine restarts, launch Microsoft Store and reinstall the Xbox app.

After reinstalling the Xbox app, open Windows PowerShell (Admin)
again and copy paste the following command to enable Teredo.

netsh interface Teredo set state type=default

The issue I'm having is my xbox app says teredo is unable to qualify and none of the steps in this link worked. Xbox Support

Besides that I am not sure where this problem could be coming from.

In addition, as you have mentioned that Norton is blocking a port which is being used by Teredo adapter, I would suggest you to try disabling the antivirus and check if the status changes.



Note: If you disable the security software or firewall, the system might be temporarily exposed to security threats and risks. Please make sure to turn it on after performing the steps.
