Windows 10: Teredo is unable to qualify.

I can't play Forza Horizon on my pc online because teredo is unable to qualify. I have tried every solution imaginable. I have used this guide, https://support.xbox.com/en-US/xbox-on-windows/social/troubleshoot-party-chat but none of the solutions have worked. I have tried editing policies in the group policy editor. I have tried changing settings in my router but teredo works on my laptop on the same network so it has to be a fault with my computer. Teredo also does not appear in the device manager at all even when looking at hidden ones. The tunnel adapter teredo tunneling pseudo-interface shows up in ipconfig on comand prompt and my netsh interface teredo show state shows the same parameters as I have seen in other screenshots except mine says 20 seconds for the refresh rate and the network says unmanaged. I do not know what else to try but does anyone have any clue what could be going wrong?

XBOX App - Teredo is unable to qualify

Hey there Velix. While I do not know what fixes you may have tried, xbox has listed some here:

If you are getting the error "Teredo is unable to qualify: then your PC cant obtain a Teredo IP address.

There are many fixes listed on that site. If the fixes listed her do not work , I may have more solutions as I have had the same issue myself. What fixed it for me was simply waiting until it finally worked. Contacting your ISP might help as well.
