Windows 10: Teredo says it is unable to qualify, even though it can qualify. Possible issue with...

I'm having some really frustrating issues with Teredo which is stopping me from playing Microsoft stuff like Forza online completely. I've tried every possible fix I can find online, even the weird obscure ones that make no sense.

On my PC with Windows 1909, I can't get it to work, but my laptop with 1903, it works perfectly fine. They both show the same thing in in cmd, that Teredo is qualified and working all good, but it seems to be that my PC with 1909 just can't use that Teredo connection in anything, or something like that. The Xbox app and the Xbox Networking section in PC Settings both say that "Teredo is unable to qualify" even though it seems to be qualifying fine according to the cmd output, here's what I'm talking about:

I'm using the teredo.remlab.net address as that's the one that fixed it on my laptop when I had issues with it in the past and I'm trying to keep the known good settings the same between them. It has to be something different about my PC vs my laptop. I've uninstalled all VPN software, removed all unnecessary network adapters, tried manual DNS entries, disabling antivirus and firewall, ending every possible background process that might interfere and so far nothing has worked.

The only thing I can actually really see that's obviously different is Windows 1909 vs 1903. Can anyone confirm that they can get Teredo working fine on 1909? I'm assuming that it's probably not the issue though, and something else must be broken or interfering somehow, but I've reached the end of everything I can think to try apart from reinstalling Windows, which I'm probably not going to do just to get Teredo working...

The issue I'm having is my xbox app says teredo is unable to qualify and none of the steps in this link worked. https://support.xbox.com/en-US/xbox-on-windows/social/troubleshoot-party-chat

Besides that I am not sure where this problem could be coming from.

Note: Serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can
restore the registry if a problem occurs. To backup and restore registry key, refer to

this link.



In addition, as you have mentioned that Norton is blocking a port which is being used by Teredo adapter, I would suggest you to try disabling the antivirus and check if the status changes.



Note: If you disable the security software or firewall, the system might be temporarily exposed to security threats and risks. Please make sure to turn it on after performing the steps.

Teredo is unable to qualify

For the last three weeks I've had the same problem of not being able to join parties with the Xbox App, and I assumed the problem would go away on it's own. The problem is that it says my teredo is unable to qualify and so I did all the solutions listed
on the website. I believe to have found the problem as teredo is absent from the network adapters area under device management completely. When I go to add legacy hardware to install teredo back, it's just not on the list... any advice? I make videos using
the xbox app and this has completely prevented me form doing so!
