Windows 10: Text scaling seems to break destop icons

I was changing the font size in the accessibility options when I noticed the icons on my desktop were more spaced apart than usual, so I changed it a couple of times to check and it seems like the space grows wider every time I change it, regardless of weather I'm increasing or decreasing. Right now evey icon occupies about 3x wider and 5x taller space than they should, with the icon nested at the top center of that space and correctly sized.

Scaling Breaks after Restart

I just purchased an i5, 256GB Surface Pro 4. I have a critical issue where the scaling breaks after re-logging in. Basically, if I start at 100% and then change to 200%, everything works great (even though there is a warning stating that some things shouldn't
be working). However, if I restart with the setting at 200%, the scaling breaks and all applications are incredibly small. Even, worse the text gets scaled but the rest of the UI does not. The result is that the text overflows the buttons.

Please follow below steps to change the size of text:

• In the search bar, look for Display settings, then click it.
• A pop up will appear showing the Display settings.
• Click on the scale to change the size of text, apps and other items.

I suggest you to follow the below given steps and check if it answers to your query.

  Press Windows key + X and click on
  Control Panel.
  
• 
  Click on Display.
  
• 
  Click on Icon from the drop down and also appropriate size from dropdown under
  Change only the text size.
  
• 
  Check the checkbox for bold text.
  
• 
  Set the Custom Scaling level under
  Change size of item section to increase size on scale base.
  
• 
  Click on apply and check.
