Windows 10: Text size not improving?

When I go to ` accessibility > text size ` and use that setting to change the text, things like web browser text improve, but not these screens like the notepad settings screens and desktop app text. It seems like some things are changing but not everything is changing. Or maybe it is, but at different rates. How do I increase the size of small text faster and not the big text? I want all text to be below a certain size, but bump up this really tiny text like the page setup settings as shown below.Underneath is the increased text and shows how some text is not changing or maybe changing way
