Windows 10: Text to Speech

Discus and support Text to Speech in Windows 10 Support to solve the problem; I want to change from "Microsoft David mobile" to "Microsoft Mark mobile" but I don't know how to save it and it goes back to Microsoft David mobile....     I want to change from "Microsoft David mobile" to "Microsoft Mark mobile" but I don't know how to save it and it goes back to Microsoft David mobile.

    Redundant text to speech settings in Windows 10 Control Panel and Settings

    Was using text-to-speech in Word 2016 on Windows 10 OS. Wanted to speed up the voice. Made changes in Settings/Time & Language/Speech/Text-to-Speech. This had no effect on voice/speed of text-to-speech in Word. Went into Control Panel/Ease of Access/Speech
    Recognition/Text to Speech and modified the voice speed there. It worked.

    Can someone tell me the point/difference for the two text-to-speech settings? This is an annoying and confusing redundancy.

    Any Speech to Text App for Windows Phone 7

    is there any Speech to Text app for Windows Phone 7 / Samsung Focus out there?

    And I'm NOT talking about how to use speech for search but to use speech to send text message instead or to use speech to take plain text note/One Note/Word etc...

    I got ReadAloud and install it but can't make it work. Is there any problem that I can use to make reading a book more clear than the Windows 10 default?
