Windows 10: The application has failed to start because its side-by-side configuration is incorrect.

I had turned on my laptop and I had seen that some of my startup apps were not opened. I tried to open them manually and this error "The application has failed to start because the side by side configuration is incorrect please see the application event log or use the command line sxstrace.exe tool for more detail. " came up. I had then tried to open up other applications but I was unable to open them too. I followed guides online that say to reinstall Visual C++ and scan my laptop for corrupted files but they were unable to help. Visual C++ installer cannot be opened and will bring up the sam
