Windows 10: The code execution cannot proceed because d3dx9_43.dll was not found. Reinstalling the...

This is a 2 day old installation of Windows and I cannot run World of Tanks without this file. I have tried running the web installer, and the top 5 suggestions of any website that comes up nothing too sketchy. How do I get this file properly installed?

Missing d3dx9_43.dll

I downloaded World of Tanks, I hit play, it says "The code execution cannot proceed because d3dx9_43.dll is missing". Reinstalling the program may fix this problem. I tried that twice, didn't work. Looked in system 32 folder, there is no d3dx9_43.dll,
it goes from d3dx9_24.dll to d3dx9_32.dll. I've read a lot of post on the forums, and what I guess I need to know is: should Directx 12 have that dll? or maybe I should find a driver update for my display adapter. Or any suggestions. I have a Windows 10, HP
p7-1446s, AMD A10-5700 processor, with a Radeon HD graphics.

I Downloaded Counter Strike Global Offensive from steam, so when i hit play i this popup : "The code execution cannot proceed because d3dx9_43.dll is missing". i tried to uninstall the game and reunstall it but nothing
work, and i Downloaded DirectX and still showing this probleme and i tried to install Visual C++ and the same probleme and i searched for the missing dll and i paste it in Systm32 and also in SysWOW64 and the same probleme....

i have Intel pentium quad core & intel HD and Windows 8.1 64 bit

I'm So confused Please Help me

PS : the game was running Before i changed the Windows in my pc
