  2. What phone number do I call to speak with an actual person to help me figure out why my Settings or Store won't open? I too have the same error 0x800f081f when trying to run Command PromptThe deployment operation was blocked because Special profile deployment is not allowed :DIS

    This is what comes up in Powershell after doing steps 1, 2, & 3. It is actually a WHOLE lot more than what I pasted below its just that this message was repeated the most often. Please help me figure this out. I cant even create a new user because I cant
    get in to my Settings

  3. Windows 10 Microsoft store won't download or update apps

    I am having similar issue to this problem and have tried running the Powershell command you posted but it tells me a whole bunch of stuff in red letters like this:

    Blinking black screen and frozen taskbar after latest windows 10 update

    methods 1 and 2 got me no result. Method3 resulted in a big long red error with the words: "the package deployment operation is blocked by policy. Please contact your system administrator. The package deployment operation is blocked by the allow deployment
    operations in special profiles policy.", displayed prominently.
