high cpu usage when task manager is open

i am having issues with cpu usage when i bring up the task manger it shows that cpu usage is 59% with the task manager app using up 30-40% cpu usage in the performance tab it show that my cpu usage is at 80% usage but when using other programs to check
my temps and cpu load etc is shows low 20s when gaming this can pin the cpu up at 100% in task manger

 

Task Manager RAM Usage

My computer is running 64 bit Windows 10 with 6 GB of RAM.

I have been monitoring my memory usage via Task Manager and occasionally download tasklist via the cmd line.

What has been bothering me is that my RAM usage at reboot starts at 34%, and left alone, increases to ~75-80% without running any programs.
(I do have start up programs including McAfee, Dropbox, Seagate console, gadgets, etc.)

When I analyze the tasklist download file via Excel, the total RAM memory usage is approximately 3.1 GB at 79%.
Doing the math, this means there is only 4 GB in use?

I have 2 questions:

1. Does Task Manager list all the RAM usage or is there some background usage that is not shown.?

2. Is there any other way to monitor RAM leakage?

 

Bug Report Task Manager

This bug was introduced in Windows 1809 (Redstone 5 Oct 2018 Update). The Task Manager reports total CPU use correctly, as is confirmed by the Resource Monitor. The Resource Monitor reports CPU usage by individual apps correctly but the Task Manager does
not. Instead the Task Manager reports a fictitiously low figure, less than 10% of the actual usage for individual apps, even though total CPU use is reported correctly. This bug can be reproduced by doing a CPU-intensive task such as video encoding (H264 or
H265), and in multiple instances if need be.
