    This issue might be because of several reasons such as the security software you may have installed on the computer, any program or application running on the computer at the back ground or due to some errors in the hard drive of the computer or could be
    in the corrupt user account.

    • Do you have any pending updates?
    • Did you make any software/hardware changes in your computer prior to the issue?

    Please follow the methods below to diagnose the hang issue with Windows and check the status of the issue.

    Method 1: Perform System Maintenance troubleshooter

    I would suggest you to perform System Maintenance troubleshooter on the computer and check if it fixes the issue.

    Please follow the steps to perform System maintenance check to improve performance of the computer:

    • Press Windows and x key together and select Control Panel.
    • Click on Troubleshooting.
    • Click on View all on the left side panel.
    • Click on System Maintenance and follow the onscreen instructions.
    If the issue persists, follow method 2.

    Method 2: Check in safe mode and clean boot mode of the computer.

    Step 1: Check in Safe mode

    Follow the steps given below and check if that helps.

    • Type settings in search and click on Settings.
    • Click Update and recovery, and then tap or
      click Recovery.
    • Under Advanced startup, tap or click Restart now.
    • Once your PC restarts, on the Choose an option screen, tap or click
      Troubleshoot.
    • If you don't see the Startup Settings option, tap or click advanced options.
    • Tap or click Startup Settings.
    • Tap or click Restart.
    • On the Startup Settings screen, choose the Safe Mode.
    • Sign in to your PC with a user account that has administrator rights.
    You can restart the computer to put it back in
    normal mode.

    If the issue doesn’t occur in safe mode, follow step 2.

    Step 2: Perform Clean Boot

    Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

    How to perform a “clean boot” in Windows

    Refer to Windows 8.1 steps, as they are applicable to Windows 10.

    Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.

    If the issue persists, follow method 3.

    As you have mentioned that there is no issue in other user account, I would like to you to Create a New local
    user account
    and check the issue.

    Method 3:
    Please create a New local account.
    If it works in a new user account then you need to fix the corrupt user profile.

    Follow these steps to transfer Programs and Data from corrupted user account to new user account.

    1. Log on to the corrupted (Old) user account that you want to copy files from.

    2. Open the Windows Explorer
    folder by pressing “Windows key + E” from the keyboard. Double-click the hard disk drive that Windows is installed on (it's usually your C: drive), double-click Users, double-click the folder with the name of your account,
    and then double-click Documents.

    • Click the View menu, and then Option
    • Click on Change folder and search Options.

    • Click the View tab, and then click
      Show hidden files, folders, and drives.

    • Clear the Hide protected operating system files check box, click
      Yes to confirm, and then click OK.
    3. Locate the C:\Users\Old_Username folder, where C is the drive that Windows is installed on, and Old_Username is the name of the profile you want to copy files from.

    4. Select all of the files and folders in this folder, except the following files:


    • Ntuser.dat
    • Ntuser.dat.log
    • Ntuser.ini

    5. Click the Edit menu, and then click
    Copy.


    • If you don't see the Edit menu, press
      Alt.

    6. Locate the C:\Users\New_Username folder, where C is the drive that Windows is installed on, and New_Username is the name of the new user profile you created.

    7. Click the Edit menu, and then click
    Paste.



    • If you don't see the Edit menu, press
      Alt.

    • Log off, and then log back on as the
      new user
      .
    If you have e‑mail messages in an e‑mail program, you must import your e‑mail messages and addresses to the new user profile before you delete the old profile. If everything is working properly, you can delete the old profile.

    Strange Windows 10 User Account issue.

    Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

    I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

    It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

    EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown The issues related to signing into user accounts on Windows 11 operating systems, specifically. :(
