This is the answer I got on the assistance chat (and yes, it is the real Microsoft chat, not one I reached via a mistery link on a mistery email, before somebody start about that):

Those messages are being sent because when you connect to a network that use VPN and the IP address is from another country or state. I will notify as unusual activity in your account and they will suggest to change your password if you are not the
one login.

(the English and grammar of the Microsoft chat operators is soemtimes a bit criptic to say the least, some phishing attempts look more reliable than these chats)

 

Weird save as (snipping tool) network activity

I finally solved the "mistery" LOL, file explorer has the network list that can be opened or collapsed, if it is opened it, obviously, scan for devices in the network so it is absolutely normal, and anyway it does have nothing to do with telemetry; that laptop I use it to connect to different network (not my own) so I keep it quite checked, maybe a bit too much.
