Windows 10: The Microsoft Jet database engine cannot open the file *Name* it is already opened...

When setting up a new computer to access the folder/program everything works just fine. Upon the first restart of any of the desktops in use it won't have access to the server folders saying they are already in use even after more restarts. It's my first time posting here so just let me know anything I can do to help make my question more clear or if I posted anything i shouldn't have. Software involving Microsoft JET Database Engine (Microsoft Access 2007 and older or non-Microsoft applications) fail in Win11

I'm using a software (ArcGIS) to deal with geospatial data. However, I got an error named "Error: Failed to connect to database. General function failure Unexpected error from external database driver". To be more specific, I think there is a connectivity problem with my excel table to the software.

According to ESRI, the provider of the software, this is caused by a Microsoft update in 2017: https://support.microsoft.com/en-in/help/4041676/windows-10-update-kb4041676

According to Microsoft, "Installing this update may cause applications based on the Microsoft JET Database Engine (Microsoft Access 2007 and older or non-Microsoft applications) to fail when creating or opening Microsoft Excel .xls files. The error message is 'Unexpected error from external database driver (1). (Microsoft JET Database Engine)'"

However, I'm using Win11. I wonder if there is a way to fix this problem properly. Thank you!

Run the Compact and Repair utility. To do so, follow these steps:

• If the database is open, close it.
• On the Tools menu, point to Database Utilities, and then click Compact and Repair Database.
• In the Database to Compact From dialog box, select the file that you want to compact, and then click Compact.
• In the Compact Database Into dialog box, enter a new file name, and then click Save.
  
  If the compact and repair does not succeed, you will receive a message stating so. This means the damage is so severe that it cannot be corrected.

 

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
