Windows 10: The only thing that populates my screen is the background picture. How can I retrieve my...

My computer battery was very low and shut down.8 I started it up right after plugging it in to charge. The screen revealed only the background picture and the cursor which I am able to move around the screen. The problem is that the screen did not populate with programs or applications to choose. How can I get the screen to populate as it did before?

If yes, I suggest you to try the steps below and check if it helps.

• Press Windows + I key on the keyboard.
• Go to Personalization.
• Click on Lock screen and chose the desired picture.

I would suggest you to try the following steps:

• 
  Open Desktop Background by right clicking on the desktop clicking Personalization
  
• 
  Click the picture or color that you want to use for your desktop background.
  
• 
  If the picture you want to use isn't in the list of desktop background pictures, click an item in the Picture location list to see other categories, or click Browse to search for the picture on your computer.
  When you find the picture that you want, double-click it. It will become your desktop background.

• Have you made any changes on the computer prior to the issue?
• Are you referring to desktop background image or lock screen image?

I suggest you to follow the below steps to change the background picture and check if it helps.

• In the search type as ‘Settings’ and click on it.
• Select ‘Personalization’, under ‘Background’ option select as ‘Picture’.
• Under ‘Choose your picture’ select any picture accordingly or you can browse the picture from your computer.
