Windows 10: The page failed to load. Control Panel

It shows that on Ease of Access Center, Storage Spaces, and Work Folders

I cannot resolve this error

I have tried other suggestions elsewhere

sfc / scannow

and the other one ending in /Restorehealth

Both worked fine and said there were no problems

I upgraded from win7 to win10

I have tried removing all devices and rebooting with no luck

I did a fresh install and everything is tickety boo.

Well when I say tickety boo "Display" is actually no longer listed at all in Control Panel. But worry not...that's how it should be apparently.

After the install (which wasn't as daunting as I was expecting it to be) my display was much better - rendered system fonts accurately and web pages looked as though they should be BUT....after going to Control panel and thinking I'd now see how "Display"
functioned...it wasn't there at all!

A quick Google search on "Display missing in Win10" explains why

So perhaps the "page failed to load" error was simply Windows way of saying..."nope it aint there now kiddo"...but it would be kind of neat if they'd told me that in the first place

Anyway....the fresh install seems good and it has the added bonus of getting rid of some junk I'd picked up over the last couple of years

Step 2: Access Control Panel in Windows 10 from desktop.

Step 3: Launch Control Panel using search.

• 
  Open Start menu or screen.
  
• 
  In the search box, enter Control Panel and then press Enter key to open the same.
  

Note: You can quickly access the search with the help of Windows + C hotkey.

Step 4: Create Control Panel shortcut on desktop.

• Right-click on desktop, click New, and then click Shortcut.
• In Type the location of the item box, type the following path.

explorer shell:ControlPanelFolder

• Click Next button.
• In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.

Step 5: Pin Control Panel to Start or taskbar.

• 
  In the Start search box, type Control Panel.
  
• 
  When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
  

Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
