Windows 10: the rpc server is unavailable and my windows start button is not working.

I had McAffee installed but I cannot see the logo anywhere in the task bar. My laptop will not close down or restart at all- I tried to reboot but I got a message saying 'systems configuration cannot close' down. I am worried my details may be compromised or I have a virus on the computer. I cannot open any of my documents at all. Can you help please?

Windows Defender won't start (RPC server unavailable)

It says the RPC server is unavailable, but it's up and running in services.







There are also some services with random hash suffixes. Maybe it's related?

I can confirm my Credential Manager starts.

Firewalls and ports:
You mention firewalls. Are you using any security software besides Windows Defender?

You know my problem is i can't even login into my pc and start button itself is not seen, I can just see a blue background with RPC server unavailable written on it after I enter my pin.
