Windows 10: The same lines keep appearing on my laptop, they reflect the top of the screen and don't...

Even when they do disappear they normally come back when I turn the laptop back on.

Black horizontal lines appearing across laptop screen

Took delivery of a brand new laptop yesterday with the following specs:

Unpacked it, started using it, only to find black horizontal lines appearing across the screen sporadically. I updated all drivers, downloaded and installed all Windows updates but to no avail. Screenshots:

Some points to note:

• I had the laptop connected to the TV screen and the lines appeared on
  the TV as well, thus suggesting it's not a screen issue.
  
• Because it's a sporadic and somewhat rare event, I can't say whether
  the lines appear during a particular operation/screen or
  anytime/anywhere.
  

I've done a bit of poking around on the net and found that usually the culprit is the graphics card, but not sure. Any suggestions?

 

Lines appear above text when scrolling, or when anything is moved on screen.

If the lines on the monitor appear no matter what computer it is connected to, the problem is in the monitor.

 

weird problem with my taskbar reflecting the top of my screen

as shown in this image: 17188968822567608752570227957493 hosted at ImgBB my taskbar ( more like the bottom of my screen as this persists when i move the taskbar or when my laptop is booting) reflects the top of my screen and just looks weird. at first it was 3 lines and i learnt to live with it but now i just opened my laptop and theres more. i hope this is fixable through settings or updates and not a problem with my laptop/screen
