Windows 10: the screen is flickering

I have a new Surface Laptop where I’ve faced an issue while scrolling on websites with embedded videos. The screen starts flickering while I am scrolling past the video on this website.

I mean such sites as Facebook and others with embedded videos. However if I scroll past the video on the sites with a full screen video or if the embedded video is full screened, the issue doesn’t occur.

I tried to reset to factory settings, all the updates are up-to-date.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
